You are reading too much into the word "managed". By managed, I simply mean "not uncontrolled collapse".

Things like resettlement policies for climate refugees. An international food bank for famine relief. Working to maintain international laws and norms. Keeping the global food trade going.

Policies that fight the synergy of Collapse and slow it down, will also slow down the depopulation rate. That's what I mean when I say "managed".

Do you have a better way of phrasing that? It's awkward to spell out.
