Yes, I mentioned that in My Take - 07 where I review the footage. My impression was that the officers making the initial stop are "jacked up".

I would strongly suspect they were high on some sort of stimulant. Cocaine is the classic but these days I suspect meth. It's the "working man's" cheap stimulant of choice.

Unfortunately, the officers almost certainly were not tested for drugs. They almost never are.
