While I totally agree with everything you are saying you are missing a political point. This COP is important. Because it will influence the global war between the "White Empire", symbolically led by the US, and China.

For 30 years the US has controlled the global response to Climate Change. At first, because it was "the end of history" and we were the last superpower standing. More recently, out of inertia and a hope that the Americans would finally do the right thing.

Now, China has emerged as an alternative to American leadership. They understand that the Climate Crisis is the issue that could break America's global power.

Biden is going to COP27 to plead for more time from the Global 80%.

More time to come up with a real plan. More time to figure out how to pay for mitigation and damages. More time for White Empire to get its house in order (end Ukraine War) and its economy on track (make China start producing more while deglobalization happens).

China AND INDIA are not going to COP27. Realignment is happening.

The Climate discussion at this COP is meaningless. As you point out, it is built around garbage data. The significance of this COP is political.
