On this I disagree. The grid itself is really held together by duct tape and strings. We have WAY under invested in maintaining it. Much less upgrade it.

The estimated cost of a comprehensive overhaul of the Grid on a national level is North of 2T dollars. The project would also take an estimated 20 years (best case).

We waited too long to start. We should have started around 2000. But, the SC gave the election to Bush and it was "drill baby, drill".
