I found your use of the word "neglect" to be insightful. A new way of describing something I was calling "hollowed out".
As in, "we hollowed out our infrastructure as a cost cutting measure and now it is fragile". In the military you speak of units being hollowed out when they exist fully only on paper.
But I think your term is better. We have just lived through 40 years of NEGLECT starting with Reagan and Thatcher. The Conservative BIG LIE that you could cut taxes, increase revenues, and improve services has resulted in hollowed out societies on the verge of COLLAPSE.
They paid for it by strip mining the future. Unfortunately the Future is Now.
