In the intel field that would be a corroborating data point. Worth remembering, the trigger for the Japanese attack on the US was probably FDR's sanctions on Japan.

Toland's book was very clear on the effect the halting of iron sales to Japan had on their thinking about the necessity of a strike on the US.
