The term "Eurokleptocene" is powerful and political. It shorthands an entire argument into one word.
Because it goes right to the heart of the matter.
WHO IS RESPONSIBLE AND WHAT SHOULD THEY BE REQUIRED TO DO ABOUT IT.
The "First World" should be required to admit primary responsibility for this disaster. Saying "we didn't know" is a lie. Clearly since 1976, "they knew" what they were doing and the risks they were taking.
They should not be allowed to whitewash that away.
I think that has to be the starting point for productive efforts to move forward. However, the lesson of post war Germany (WW I) also has to be considered.
Blaming people and demanding reparations from them. Breeds resentment and fascist reaction from them. It can be counterproductive to "force" people into admitting guilt if it makes them sullen, resentful, and prone to violence.
What would be an acceptable solution for the Global South?
Perhaps an admission of historic guilt and a surrender of the leadership position. An admission that the "other 80% of humanity" should have the chance to call the shots and say how we are going to try and save ourselves.
It's not reparations or even justice. But it does allow us to move forward.
I'm just brainstorming here. It's a good paper.
