I have had similar thoughts about the virtues of mobility. My advice, if you are thinking in those terms is perhaps a "tiny house". They are mobile and better than an RV.

Our plan was to buy a lot where a house had been. So that there was a foundation pad and utility hookups in place. Instant parking spot for the tiny house.

You can find lots like this all over rural Pennsylvania. As the population in rural towns has declined. A lot of them tear down empty houses when they become hazardous. So, it is doable.

Don't know about NY though.
