I don't think they want nuclear war. That's far too dangerous. It can literally kill everyone. That's not what they want.

What they want is a massive "die back" of the human population.

Something like a neutron bomb that kills, say 60% of the population, without damaging any of the infrastructure. So that they can then rule over the 40% who are left, forever.
