In concept "vertical farming" sounds great. BUT, the energy costs are REALLY HIGH.

In the Earth 2100 documentary, the "big brains", thought that as the Climate worsened over the century. Cities would morph into "city states".

Part of that would be the construction of rings of nuclear power plants around each city. With ENOUGH POWER you can set up vertical farms in the city itself and a band of greenhouses around the outskirts of the city.

Everything then becomes "locally grown".
