I believe in Freedom of Speech. In order for that to work you have to accept that there will be consequences for what you say.
What Musk advocates for is Speech without consequence or responsibility for the speaker.
How freely can you speak if there is a cost for it?
That's the foundational position of Musk and other Free Speech Absolutists. They hold that speech can only be free if there is no cost or consequences.
For example. If I have a million followers and I say "Muslims are really space alien lizard people who should all be rounded up a shot".

Then one of my followers picks up a gun and kills 57 people in a Mosque in New Zealand. Should any of the responsibility for that be on me?
Musk says NO.
He says I have the Absolute Right to say whatever I want and companies like Twitter or Facebook have no right to "cancel" me. They have to let me speak no matter what I say.
If someone listens to what I say and acts on that. Well, that's on them. I'm blameless.
