Historically civil wars during a crisis happen all the time. In good times everyone is relaxed and power can pass back and forth without much worry.

In bad times, things are tense. The visions of what to do can be starkly different. Trust evaporates. The question of "who's in charge?" becomes paramount.

Sometimes you cannot move forward without that being settled.
