Excellent advice and absolutely true. Don't be a target, be discrete. Whenever possible, be forgettable.
After that, your actions should always support your long term strategy. Don't do unnecessary tactical actions that increase the likelihood of attracting attention. Always be working your plan, don't do random.

Also, read Brunner's "Stand on Zanzibar". You don't want to be a "Mucker" you want to be one of the "disruptors". The one's engineering outrages to get the sheep to look up.
